As an industry insider I'll say that government regulation of cookie based data aggregation and utility will be disastrous for the online ad industry specifically because there is already a trend of gross mis-attribution of performance results on the part of marketers in comparison of traditional forms of media to online. By hindering the unique targetability of online advertising it reduces the value of the medium to what most marketers erroneously believe it to be currently; this will ultimately result in marketers moving away from advertising in the space all together.

Peter, thanks for the pickup. Your "Solomon-like" solution in fact is in the direction of something Morgan predicts. He said in a conversation w/ me after the panel that he believes advertisers will somehow have to explain the value to consumers of allowing cookies on their machines. (I think it might not get to "gee-gaws" or points -- might simply say things like, "in exchange for letting us track you and serve ads, you get access to all parts of our site. Otherwise, you'll have to pay a fee.")
